Intensity 7 Quake Hits Philippines; 5 dead, 30 People Missing

CAGAYAN DE ORO CITY, Philippines – At least five persons were dead while 29 people were also missing, when a 7.0 magnitude quake hit central Philippines, triggered landslides and also destroyed buildings.

Mayor Ernesto Reyes told reporters there were also 30 houses that were buried as a result of the strong that hit Negros Oriental.

The Philippine Volcanology and Seismology (Phivolcs) has confirmed that the epicenter of the quake was located few kilometers from Tayasan, a town with only around 30,000 inhabitants,and recorded 6.9 in the richter scale. But they also confirmed that Dumaguete was recorded of a7.0 magnitude quake. It did not elaborate further during a local radio interview in Cagayan de Oro.

In Cagayan de Oro City, the Phivolcs reported a3.0 magnitude quake.

A Sad Story for Typhoon Washi That Hit Cagayan de Oro

Fe Chisley left her family in the Philippines 12 years ago to move to the United States, but from how much she talked and laughed with her sisters each day, you would have thought they lived next door.
She knew all the details of their lives, including the meal her younger sister Naomi, “the chef of the family,” had planned for their mother’s 88th birthday. They talked Thursday night as Naomi and another sister, Sarah, prepared spring rolls for the party the next day.

But the following evening, when Chisley called to wish her mother a happy birthday, no one picked up the phone. Calls to her sisters’ cellphones, which they always kept close by, also went unanswered.
After frantic calls to other family members, Chisley, 48, heard the news she still cannot believe: Naomi, 46, and Sarah, 50, had drowned early Saturday morning after a flash flood inundated their mother’s home in the southern Philippine town of Balulang, near the city of Cagayan de Oro. More than 900 others also died.
The sisters died while saving their mother on her birthday.

“Today, they were laughing; the next day, they were gone,” said Chisley’s husband, Vernon. Chisley sat on the couch beside him in their Temple Hills home, her eyes puffy from crying, her small hands clutching his large fingers.
“They are just super, super sweet,” she said, clicking over a computer screen filled with snapshots of her smiling sisters. Sobbing, she added, “I keep calling their names.”
Across the Washington region, home to about 200,000 Filipinos, churches and community groups have begun collecting money to help the tens of thousands who were displaced by the flooding and are in need of drinking water, blankets, clothes and food.

Local Filipinos have donated about $5,000 via community organizations, said Bing Branigin, media director for the National Federation of Filipino American Associations. Feed the Hungry, a D.C.-based Filipino organization, has sent $10,000, she said.

“Filipinos are very extended families, so a lot of them are coming from that province, and they are aggressively pushing for fundraising,” Branigin said. Local Catholic churches, where many of the families worship, are collecting money at the midnight Masses scheduled around Christmas, she said.
Across the United States, Filipino Americans “are breaking into their piggy banks right now,” said Napoleon Curameng, regional director of the ANCOP Foundation USA. Those donations, many in the amounts of $20, $50 or $100, have totaled more than $6,000.

Chisley’s family members, who live near mountains, were used to minor floods during storms. When a typhoon started Friday night, they were not worried. When a third sister, who had left the house to visit another relative, sent a text message to check on them, they said they were watching TV and were fine.
An hour later, the street outside their house had become a river, and the water had risen to their mattresses. Sarah and Naomi upended a bed and hoisted their mother on top. They stood on either side to keep the bed from tipping over and told their mother not to be scared because they were there.
But the water kept rising. “The last words Naomi said were, ‘Sarah, I cannot breathe anymore,’ ” Chisley said, recounting her mother’s account of the ordeal. Shortly after, Sarah, too, fell silent. When the water receded a few hours later, their mother found their bodies, covered in mud, on the floor.

For Chisley, who had not visited her family in seven years, the tragedy comes after health problems, including ovarian and uterine cancer, had kept her from traveling. She helped provide for her family and was planning a visit next year. She had already filled a bag with gifts for her sisters. Instead, thanks to a ticket donated by a friend, a retired airline employee, she will leave Wednesday on a 21-hour journey to help bury them.
She is grateful for the gift but wishes she were already there to comfort her mother.

CAGAYAN DE ORO CITY NEWS - The Philippine Charity Sweepstakes Office (PCSO)Chairperson Margie Juico recently visited this city to extend financial assistance to families affected by tropical storm ‘Sendong.’

PCSO has allotted Php 4.8 million worth of endowment fund for the health needs of the storm victims.

“I just want to check the hospital, Northern Mindanao Medical Center (NMMC), where we gave Php 4.8 million for us to manage and take good care of the people who became sick because of the calamity,” Juico said.

Likewise, Juico personally visited sitio Cala-Cala of brgy. Macasandig, one of the evacuation centers in the city to bring support and to evaluate the condition of the victims on the onslaught.

She also went to Iligan city after her stints in Cagayan de Oro.

Mario S. Pelisco, PCSO chief of lottery operations in Northern Mindanao, on the other hand, said families affected by ‘Sendong’ can freely come to NMMC for medical assistance.

CAGAYAN DE ORO NEWS - Philippines movie action star Robin Padilla made a surprise visit at the flood-prune areas of Cagayan de Oro City on Christmas Eve and reportedly handed them down Five Hundred Pesos each, according to a local radio report.

Padilla first visited Magnum Radio Broadcast Center and led in the countdown for Christmas, and he then answered several questions raised by media personalities of said radio station before conducting his unique version of gift-giving, directly handing down sum of money to the flood victims who were already asleep, while some are also on the eve of eating their little food for the Noche Buena.

In a related development, Cagayan de Oro Mayor Vicente Emano had earlier reported his office has already received donations in cash amounting to more than Thirty Million Pesos. “We have also located a relocation site for these victims in Sitio Calaanan and we have started buying construction materials,” hes said in vernacular.

Officials and delegates from the Brunei Darussalam, Indonesia, Malaysia and the Philippines - East ASEAN Growth Area (BIMP-EAGA) took a noontime break at the start of their 3-day high-level meet to grace the opening of this year’s Oro Best Expo.

Mindanao Development Authority (MinDA) Chair Luwalhati Antonino led BIMP-EAGA officials at the 5th Oro Best Expo opening and cited the potential revenues and investment opportunities that could be generated from the event.

Antonino said it is “both timely and strategic” that the expo is held in conjunction with the BIMP-EAGA 20th Senior Officials and 16th Ministerial Meeting, which had drew in over 200 delegates from within the four-country sub-regional grouping.

“To date, the BIMP-EAGA side events such as the trade fairs have become strategic venues to enhance trade links, promote small and medium enterprises products and services and assist local producers in the expansion of market reach,” added Antonino, who is also the Philippines Signing Minister for the BIMP-EAGA.

After the opening program, the BIMP-EAGA delegates were toured around the various Expo booths that featured the local products of Northern Mindanao that include Coco sugar, stoneware products, abaca cloth from Bukidnon, seaweed snacks, herb products, dried and processed fruits, purees and jams.

Apart from the booth exhibits, this year’s Oro Best Expo also slated a Dairy Forum that features information on market value of dairy products, training demonstration on milk processing, and product marketing. The forum is part of a livelihood program series lodged under the Cagayan de Oro Chamber of Commerce and Industry (Oro Chamber) as a program known as the “Ice on Milk” project.

Anchored on the theme, “Strengthening Local Government Units (LGUs) in Housing Delivery and Local Development Planning,” the activity is in line with the thrust of the Vice President to build a stronger partnership with LGU’s, under Republic Act 7279.

Transport Strike in Cagayan de Oro Peaceful, Says RTA

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 20 (PIA) – At least 10 buses coming from two (2) big transport companies, the Rural Transit Mindanao, Inc. (RTMI) and Super 5, were placed at the disposal of the Task Force Transport Strike organized by the Cagayan de Oro City Government to assist the passengers affected by yesterday’ transport strike.

Engr. Nonito Oclarit, Head of the city’s Road and Transport Administration (RTA) said the use of the buses was facilitated by the Land Transportation Office (LTO) and Land Transportation Franchising Regulatory Board (LTFRB), in the region.

Along with the buses were three (3) 6x6 trucks of the 4^th Infantry Division, Philippine Army, and more than five (5) motor vehicles of the city government, were fielded in the different parts of the city to assist commuters, Oclarit said.

“It was actually business as usual, even with only 25-30 percent of the public utility jeepneys (PUJ) mostly not affiliated with any transport groups, took to the streets to ferry the commuters” he said.

The “Libreng Sakay” project of the City Government, with the RMTI and Super 5 buses, the 6x6 trucks and the motor vehicles of the city has indeed helped, Oclarit said.

Meanwhile, he said the strike was generally peaceful as strikers confined themselves to the seven (7) designated areas of engagement allowed them, which were mostly considered “choke” points, namely:

Barangay Bulua, Vamenta-Sereña junction, Kauswagan junction, Licoan-Recto junction, Ororama Megacenter, Trendline and Puerto junction.

By 3:00 p.m., the strikers converged near the Gaisano Mall for a short program before they disbanded.

So far, only one (1) incident of the “suyak” or improvised nails that deflated the tires of a motor vehicle was reported, but no other on-toward incident took place.

Likewise, there was no reported burning of tires, during yesterday’s strike, a good depart from the previous practice where strikers burned tires to attract attention to their cause.

They just calmly explained about their concerns of urging the government to order the roll-back in the prices of oil, which was their foremost complaints, Oclarit added.

Drug Enforcement Unit in Cagayan de Oro Scores Anew

CAGAYAN DE ORO CITY NEWS – At least three (3) persons are now temporarily detained by the Philippine Drug Enforcement Agency (PDEA), region 10, after they were arrested for selling illegal drugs.

This after a buy-bust operation was conducted in Zone 1, Barangay 34, here, around 11:00 p.m., last Sept. 12, Regional Director Roberto S. Opeña of PDEA-10, said.

Opeña identified one (1) of the suspects as Dodong Burlat, a Watch Listed Drug Personality (WLDP), who was able to elude arrest.

Bought from Burlat was one (1) piece of transparent plastic sachet containing white crystalline substance believed to be shabu to a PDEA agent who acted as the poseur-buyer.

Cohorts of the said suspect who were arrested in plain view possessing and in control of the illegal drugs were:

Jemina D. Roa, 27 yrs. old, single, jobless, possessing one (1) transparent plastic containing dried marijuana leaves and seeds.

Melanie J. Alotaya, 23 yrs. old, single, jobless, possessing one (1) piece heat-sealed transparent plastic sachet containing shabu, twelve (12) pieces folded aluminum foil and several pieces of empty plastic sachets.

Elvira S. Janao, 47 years old, married, caught in control of four (4) pieces used aluminum foil, 18 pieces folded aluminum foil, two (2) pieces half blade, and one (1) pc. Cutter.

Also recovered from Janao were one (1) pc. improvised bamboo clip, one (1) pc. heat-sealed plastic sachet containing suspected shabu residue and one (1) plastic cellophane containing several pieces of elongated plastic sachets.

Opeña said the seized drug and non-drug evidences were brought to PNP Crime Laboratory for examination while arrested suspects are now temporarily detained at PDEA RO 10 office for proper documentation.

Appropriate charges for violation of RA 9165 are now being readied against the suspects, he added.

Flyover in Cagayan de Oro Ready for Inauguration, Says DPWH

LOCAL NEWS – The 195 lineal-meter flyover at the junction of Sitio Puerto, Barangay Bugo and Sayre highway, towards Bukidnon, here, is now ready for inauguration and turnover.

This was announced by Engr. Leonald L. Pecore, Resident Engineer of the Department of Public Works and Highways (DPWH), in region 10, during a recent media forum at the National Economic and Development Authority (NEDA), region 10.

He said construction of the Puerto-Sayre flyover, started last March 28, some five (5) days after its groundbreaking by President Benigno C. Aquino III, when he visited Cagayan de Oro, last March 23.

It is expected to be completed, this coming Sept. 28, yet. However, it was already completed, last August 31.

The project, Pecore said, is made of modular superstructure materials with four (4) piers supported on 1.5m diameter bored piles.

The flyover, which is expected to ease the traffic congestion in the area during peak hours, is implemented by the DPWH under the President’s Bridge Program Office (PBPO) in coordination with the City Government of Cagayan de Oro.

Costing Php362-million, the project is funded by the COFACE Export Credit Guarantee Assistance of the French Government, he added.

Pecore also announced that the on-going construction of the Cagayan de Oro City International Trade and Convention Center is already 29.32 percent completed.

An ideal place for international and national trade exhibits, seminars and conventions, the center to be constructed has an estimated cost of Php758-million and will have seating capacity of approximately 7,700.

Meanwhile, DPWH-10 Construction Division Chief, Engr. Dante G. Caylo, disclosed that their regional office has a total appropriation of Php4.22 billion for a total of 97 projects, this year.

He said projects costing below Php50-million and implemented by the respective District Engineering Offices in the region amounted to Php1.438 billion for a total of 76 projects.

Projects worth above Php50-million and implemented by the DPWH Regional Office amounted Php2.783 billion for a total of 21 projects.

CAGAYAN DE ORO CITY NEWS – City Mayor Vicente Y. Emano thanked Rep. Jose Benjamin Benaldo of the city 1^st Congressional District for releasing funds for livelihood, assistance to the city’s less privileged sector.

This, after Rep. Benaldo released Php5 million to the city from his congressional fund.

The mayor said this will be used to assist the city’s marginalized sector: Php150,000 will go to the livelihood program of the Lupong Tagapamayapa and Php350,000 for the poor patients admitted at the city-run J.R. Borja General Hospital.

The other P4.5 million will be spent to provide relief to poor families in terms of food assistance during typhoons and disasters, feeding program, medicines, and even for burial assistance.

PhilHealth to Implement New Rate Packages Starting Sept. 1

CAGAYAN DE ORO CITY NEWS ONLINE – The new case rate packages for selected medical conditions and surgical procedures is now available in institutional health care facilities accredited by the Philippine Health Insurance Corporation (PhilHealth), starting Sept. 1,. this year.

This was bared by Datu Masuding Alonto, Vice President for PhilHealth, Northern Mindanao, who said the shift from fee-for-service to case rates for these medical and surgical cases was prompted by developments taking place in the health care industry.

“Most notable of these developments is the need to provide optimal financial risk protection, especially, to the most vulnerable groups, including the poorest of the poor," he said.

Alonto also said that it is the opinion of the PhilHealth President and Chief Executive Officer, Dr. Rey B. Aquino, that better member appreciation and faster reimbursement of fees to health care providers were also among the major considerations for introducing this new type of provider payment scheme.

Meanwhile the PhilHealth CEO said the use of case rates is an internationally accepted payment mechanism that serves to package payment for health interventions.

Through this mechanism, members will be able to predict how much PhilHealth will be paying for each of the services provided and empowered with just the right amount of information he needs for a particular disease or illness.

CAGAYAN DE ORO NEWS ONLINE – Smuggling suspect Lynard Allan Bigcas has been arrested by the National Bureau of Investigation (NBI), here, and has been turned-over to the proper authorities.

He was arrested, exactly a week after a Warrant of Arrest (WOA) for Illegal Possession of Firearms and Ammunitions was issued by Judge Jose U. Yamut, Sr. of the Regional Trial Court, 10^th Judicial Region, Branch 11, Manolo Fortich, Bukidnon, last Aug. 18.

Bigcas was socializing with friends at Rhodelsa Circle, near the alternate bridge, here, when apprehended, said Atty. Wenceslao Galendez, NBI-10 Investigation Agent, said.

Per the WOA signed by Judge Yamut, the bail for Bigcas’ release is fixed at Php80,000 which maybe furnished by the accused, either by depositing the amount with the nearest collector of the Bureau of Internal Revenue (BIR) or provincial, city or municipal treasurer, in accordance with Section 14 ( cash bail).

He can also do it by furnishing a bond approved by the RTC Judge, in accordance with Section 19 (corporate surety) and Section 11 (property bond) of Rule 114 of the Revised Rules on Criminal Procedure.

It can be recalled that last May 3, joint operatives of NBI, the Philippine National Police (PNP) and USA’s Federal Bureau of Investigation (FBI) raided the warehouse in Talakag, Bukidnon, owned by a certain Robert Omullon wherein 19 cars and motorcycles were successfully recovered from the premises

The raid was made on the strength of a Search Warrant issued by the Regional Trial Court of Talakag, Bukidnon, after which, another operation was simultaneously conducted on the rented house of Bigcas in Barangay Kauwsagan, this city, where 10 more cars and motorcycles, including some firearms and ammunitions, were found.

Subsequently, last May 9, the Bureau of Customs (BOC) issued a Warrant of Seizure and Detention (WSD) against the recovered cars and motorcycles, thereby, acquiring jurisdiction over them.

A congressional inquiry was, thereafter, conducted on the alleged smuggling activities of Bigcas chaired by Cong. Rodolfo Fariñas.

However, Bigcas testified that he brought all the imported motorcycles through “Balikbayan” boxes, thereby, evading the payment of taxes and duties.

He was also required to present proof of his ownership over the confiscated motorcycles. As to the MV’s, Bigcas alleged that he acquired all of them locally.

Last May 19, a case of smuggling was filed by the BOC against Bigcas before the City Prosecutors of CDO and the Province of Bukidnon.

The Bukidnon case was later withdrawn and filed at the Department of Justice (DOJ), Manila. However, the CDO case remains to be heard by the City Prosecutor’s Office here in the city.

In close coordination with BOC-X, NBI-10 is conducting an in-depth investigation on the alleged smuggling activities of Bigcas in CDO.

Meanwhile, NBI-10 has turned-over the actual physical possession of the following MV’s for disposal and upon subsequent issuance of a WSD to BOC-X, last Aug. 17:

Freak Tornado in Cagayan de Oro Affects 210 Families in Total

been affected by the freak tornado or local thunderstorm locally known as “ipo-ipo,” that
occurred in Cagayan de Oro City at 3:10 p.m., last July 29.

At least three (3) persons were injured during the incident, two (2) of whom were
hospitalized while one (1) was treated as out-patient.
The affected families came from Zones 9, 10 and 12 and Diamond Valley of
Barangay Bulua and Zone 7 and ApoVel Subdivision of Barangay Patag,
Described as a sudden occurrence of strong winds in funnel-shape from the sky
down to the ground in powerful twisting motion rapidly devastating houses along its path,
the incident destroyed a total of 197 houses, of which 151 were partially damaged and 46,
totally damaged.
Regional Director Carmelito A. Lupo of the Office of Civil Defense (OCD) and
Chairperson of the Regional Disaster Risk Reduction and Management Council (CDRRMC)
said the City DRRMC has already conducted an ocular inspection and damage assessment of the

affected areas.
“They are now looking into the needs for construction of houses for those who were hardest hit by
the incident, he said.

Likewise, restoration of the electric power line in the area have been conducted by the Cagayan
Electric Power and Light Company (CEPALCO).

Meanwhile, Al Legaspi, Punong Barangay (Village Chief) of Bulua said the affected
families who were temporarily sheltered at the Barangay Hall and in the chapel have
returned to their homes.

Initial assistance of food and non-food items provided by the City Social Welfare and
Development (CSWD) to the victims included rice, canned goods, plastic mats and blankets,
he said.

Twister ravaged over 200 houses in 2 Barangays of Cagayan de Oro

Cagayan de Oro News Online – More than 200 houses were destroyed by the sudden attacked of twister (buhawi in local dialect) in two barangays of Cagayan de Oro City yesterday, reports reaching this site said.

Government authorities have identified the two barangays that were ravaged by the twister that first hit the city, as barangays Bulua and Patag.

Patag Barangay Chair Benny Fabricante reported that initial count of houses in his barangay that were destroyed by the ipo-ipo already reach to more than 80 houses while they are still investigating for more victims.

During the attack of twister, the village chief said, small houses made of light wooden materials were easily flown by the big twister including the houses’ kitchen utensils, roofings, clothings, as well as big trees were also being uprooted because of the strong impact of the twister.

The village chief also reported to a local radio station here that some of the victims were injured while no one is yet to be reported casualty of the calamity that ravaged the area.

Menwhile, in almost the same time two twisters were also reported in Barangay Bulua. Members of the city’s rescue unit have already accounted more than 100 houses being destroyed by the twister.

The local office of the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) was quick to report that the three twisters that hit the city were among the effect of climate change.

Luz Mercado of PAGASA explained the twisters in the city were a result of the unexpected meeting of cumulonimbus cloud in the sky that formed into a twister and hit the city.

CAGAYAN DE ORO CITY, Misamis Oriental, July 23 – More developments will take place in Sitio Calaanan of Barangay Canitoan, the city’s biggest resettlement site.
Acting upon the recommendation of Mayor Vicente Emano, the Sangguniang Panglungsod, during its regular session, is slated to approve the city’s application for Preliminary Approval and Locational Clearance and Development Permit of the Cagayan de Oro Resettlement and Socialized Housing Project I (CDORSHIP-I) Phase II.

Vice Mayor Caesar Ian Acenas, who presided over the SP session said Phase II of the CDORSHIP consists of 1,464 lots with an area of 33.038 hectares.

Phase I of the 60-hectare resettlement site has already been developed and occupied by families affected by city projects, demolition, and calamities.

The legislation was reviewed and favorably endorsed by the committees on

subdivision and on laws and rules chaired by SP Kagawad Jose Pepe Abbu and Ramon Tabor, respectively.

The young siomai vendor from Batangas bested 11 other finalists during the PGT Grand Finals Night held at the Araneta Coliseum in the Philippines yesterday (June 12).

ABANTE Mindanao (ABAMIN) is going to rescue some of the scholars of First District Representative Rolando “Klarex” Uy, whose term of office ends on June 30 this year.
This was stated by Representative Rufus B. Rodriguez (2nd District, Cagayan de Oro), apparently to neutralize the anxiety among Uy’s 2,700 secondary and tertiary scholars, who are bound to lose their slots at the start of the new school year.

“These deserving students should be allowed to realize their dreams of becoming professionals, and being a regional party-list group, ABAMIN will be able to help,” Rodriguez said in a radio interview.

It is presumed that Uy’s scholarship program likewise ends, as he vows out of office on June 30 this year, unless his successor, Representative-elect Benjo Benaldo, makes it part of his priorities.

Rodriguez founded and registered ABAMIN with the Securities and Exchange Commission (SEC) in 2007 and had it accredited with the Commission on
Elections (COMELEC), as party-list group on November 2009.

It took part in the May 10 elections, with party National President Maximo B. Rodriguez Jr., as first nominee. As of this writing, ABAMIN was already assured of one congressional seat.

Rustan Coffee Corporation, is a subsidiary of Rustan Group, and licensed by Starbucks USA to operate a chain of coffee shops under its own brand name.

Steag beats Nestle; bags championship award

Cagayan de Oro City – Steag’s Emergency Response Team (ERT) bagged once again the main event championship title in the recently concluded 2010 Modified Firefighters Combat Challenge at the Limketkai Grounds, besting Nestle Philippines and Pueblo de Oro teams who trailed at 2^nd and 3^rd place, respectively.

Organized by the Bureau of Fire Protection (BFP) in region 10 and the Safety Organization of the Philippines Inc. (SOPI), the competition capped this year’s commemoration of fire prevention month.

In the side events, Steag placed 2^nd runner up in both bucket relay and fire extinguishment after Del Monte Philippines team garnered the championship in these categories.

Director Eleuterio Iturriaga of BFP in region 10 expressed delight on the successful conduct of the fire prevention awareness campaign as he enjoins companies to continue providing support to government’s efforts in fire prevention and management.

Meanwhile, Steag safety and environment officer Francis Libao said the award attests to the adequate preparation of the team as he cites the conduct of continuing fire drills and exercises whole year round.

“Beyond this competition, we make sure that our team is equipped with the necessary skills in fire-prevention and management as these are essential to the safety and well-being of our company and our communities,” Libao said.

Libao also cited the company’s safety standard as he points out Steag’s attainment of more than 1.7 million safe man hours and Zero Lost Time due to Accident (Zero LTA).

Steag’s ERT is composed of Christopher Ermac, Alex Biemen, Richard Yacapin, Roger Sajulga, Gibson Cabunoc, Antonio de Jesus III, Jefferson Vargas , Ronald Paderanga, Norvic Edurot, Julius Mar and Team Captain Demetrio Orozco.

The Cagayan de Oro Electric Power and Light Company (CEPALCO) has again released its rotating brownout schedules from March 17 up to the end of this month. This is really a bad news again for everyone.

For sure big companies and industries are suffering from this power crisis since the Cepalco brownout schedules could mean millions of losses from these firms. On a sad note, many people have predicted this problem will be minimized and maybe back to normal in the next few months during the rainy season.

Rufus says ‘power’ special session is definite

CAGAYAN DE ORO CITY - It’s definite… the President is already calling a special session of Congress to tackle the worsening power situation in the country, according to Representative Rufus B. Rodriguez, 2^nd District of Cagayan de Oro.

In a press statement here this afternoon, Rodriguez said the special session, which is slated on Wednesday, March 10, seeks to authorize the government to find new sources of power in combating the energy crisis that has hit the country, particularly Mindanao for the past four months.

“I had to first propose that Section 71 of the Electricity Power and Industry Reform Act (EPIRA) be invoked over the energy crisis, while the other congressmen and senators were not interested because they are not from Mindanao,” he said.

He assured, it is never giving any emergency power to President Gloria Macapagal Arroyo, but mere power relating the energy crisis. It is neither power under martial law, he further said.

Section 71 of the EPIRA law states that “upon the determination by the President of the Philippines of an imminent shortage of the supply of electricity, Congress may authorize, through a joint resolution, the establishment of additional generating capacity under such terms and conditions as it may approve.”

As this developed, Rodriguez has called on all Mindanaonons to prod their respective congressional representatives to attend the special session on March 10, this year.

“I am from Mindanao. We are already suffering from five hour- brownouts every day, especially in Cagayan de Oro. Therefore, we should be the one to demand that there should be action. Otherwise, we will lose so much in our households and businesses,” Rodriguez stated.

Rodriguez expects necessary funds are immediately appropriated to enable the government to rent or lease and deploy Luzon-based power barges to Mindanao, operate diesel plants, such as the Iligan Power Plant, and other privately-owned power generators to solve the power crisis in Mindanao soonest possible.

Furthermore, he called on the Mindanaonons to be vigilant so that the funds should be used only for the rightful purposes, not for any political intentions.

On the apprehension that the President abuses her power in the process, Rodriguez pointed out that “Congress will set the terms and conditions, under which no transaction should be made without proper bidding, all the consumer groups must be represent to monitor all the procedures to avoid corruption,” he assured.

El Nino phenomenon threatens black outs in Mindanao

A top official of an electric coop in Mindanao confirmed yesterday to this paper the impending power curtailment in Mindanao due to the onset of another El Nino phenomenon.

Clint Django Pacana, manager of the Association of Mindanao Rural Electric Cooperatives (AMRECO) said many power coop members are now preparing for the coming of drought in the island which would eventually result in continues power curtailments.

He said most power coop members are dependent on hydroelectric power plants and because of the threatening dry season their member-electric coops will be affected...

In a press statement furnished to this paper by the National Grid Corporation of the Philippines it said that hydroelectric power plants in Mindanao have reduced generation by at least 50% of their total capacity due to low water inflow of Lake Lanao and Pulangi River because of the onset of the dry spell.

Generating capacity is anticipated to remain insufficient with the unavailability of Agus 5 (Units 1 & 2), the Mindanao Coal Fired Power Plant (Unit 2) and the Iligan Diesel Power Plant. The Western Mindanao Power Corporation’s power plant in Zamboanga City also decreased its output from 90 to 80 megawatts as of February 9.

This pushed the National Grid Corporation of the Philippines (NGCP), as system operator to implement power load shedding throughout Mindanao. It will be enforced for the whole month of February as it projects that power supply will remain below comfortable levels.

NGCP Mindanao-Systems Operations (SO) head Eugene Bicar urged the execution of some measures to address the situation in the short term, like the completion of the Agus 5 Hydroelectric Plant (HEP) preventive maintenance and trash rack repair; resumption of the operation of Iligan Diesel Power Plant (IDPP) to be expedited by the Power Sector Assets and Liabilities Management Corporation (PSALM) and the National Power Corporation and the contracting of additional power generation if there’s one available from embedded generations.

Likewise, Bicar said the completion of the repair of the Agus 2 – Kibawe 138 KV Lines 1 and 2 and the commissioning of Maramag – Bunawan 230 KV backbone project will also help strengthen the network interconnection of the Mindanao Grid.

NGCP informed that starting February 3, they have been requesting power distributors to begin additional load-shedding at 10 in the morning instead of only past five (5) in the afternoon as compared to January owing to further decrease in the generating capacity due to water inflow constraints.

Three (3) curtailment levels are currently set, first for 10:00 a.m. to 12:30 p.m.; second for 12:31-5:30 p.m. and third for 5:31 to 9:00 or 10:00 p.m. The levels increase to correspond with the continuous upward trend of the grid load between 10:00 a.m. to 9:00 p.m. Curtailment is automatically lifted as actual system condition improves.

Power distributors each have their assigned load allocation to maintain for each time bracket under the curtailment plan. NGCP closely monitors the load of each distributor through the SCADA equipment of Area Control Centers (ACC) located in Zamboanga, Cagayan de Oro, Butuan, Davao and General Santos Cities.

Bicar said, the cooperation of the distributors is vital to NGCP’s efforts at maintaining the balance of the Mindanao power grid, especially during red alert state. The grid operator is bound by provisions of the Philippine Grid Code.

February 9 is Abante Mindanao’s big day

ABAMIN or Abante Mindanao, the only Cagayan de Oro-born partylist, is holding its grand launching on the 9th of this month here in the city.

ABAMIN President Maximo “Maxi” B. Rodriguez Jr. told BusinessWeek Mindanao that the day-long event will be highlighted by a Holy Mass at the Saint Augustine Cathedral and a multi-group motorcade around the city.

“We expect thousands of our members and supporters to join us in this most significant event in life of ABAMIN, the one and only partylist group conceptualized and born right here in Cagayan de Oro City,” said Rodriguez.

ABAMIN is a movement founded by Representative Rufus B. Rodriguez of the 2nd District of Cagayan de Oro, whose advocacy centers on true peace, solidarity and justice, as well as on the economic, social and political developments in Mindanao.

Rodriguez further said ABAMIN aims to represent in the Lower House of Congress the marginalized urban poor, the unrepresented indigenous peoples, the oppressed and those who are directly affected by the ongoing conflicts in this part of the country.

The younger Rodriguez, who leads the ABAMIN nominees, revealed that similar activities are simultaneously taking place on the same day in such key cities as Davao, Gingoog, Ozamis, Malaybalay, Butuan and Surigao, among others.

Keep away from partisan politics, army chief warns troops

CAGAYAN de Oro City – Lt. Gen. Delfin N. Bangit, Philippine Army Chief, has called on the men and women of the 4^th Infantry Division (4ID), PA to keep away from partisan activities but to work very hard for a credible elections.

“Ako’y nakikiusap sa lahat na sundalo na huwag makialam sa politika. (I ask all the soldiers not to take part in partisan politics). The only political exercise that we will do is to vote. And so let us leave politics to the politicians,” he told them, during the 40^th anniversary of 4ID in Camp Evangelista, over the weekend.

He also urged them to work closely with the Philippine National Police (PNP) and the local government units (LGU) to address the armed threats in their areas, if any, because the mandate of the soldiers is to protect the voters.

The PA Chief then directed his field commanders to make a physical accounting of their personnel. “Know where they are and what they are doing. Per Sec. 261 of the Omnibus Election Code, they should not intervene in any political activity, except to vote,” he told them.

However, the soldiers may be assigned as security details for some candidates in the upcoming elections, as long as they comply with the guidelines of the Commission on Elections, particularly on the wearing of uniforms when carrying firearms.

Over luncheon, he said the Philippine Army is offering an automatic promotion for enlisted personnel (EP) who would want to earn college degrees in human resource (HR) and logistics at the Non-Commissioned Officer (NCO) Academy.

“This is one way of erasing the so-called “utak pulbora (gunpowder mentality)” of some of the soldiers,” the PA Chief said and explained that the Academy would be like that of the PNP University inside Camp Crame that aims to help policemen finish a degree in college.

Again, he said, the Army is offering scholarships, preferably, for those who wanted to become lawyers and medical officers, but did not have the needed financial resources to do it, on condition that they will stay in the country after graduation. (Rutchie Cabahug-Aguhob)

Solar car Sikat launched at SM Cagayan de Oro

The launching of the country's second solar car was held at SM Cagayan de Oro recently.
Taking off from De La Salle University, last January 12, Tuesday, SIKAT, the Philippines’ second solar car tours the Philippines, in a historic inaugural run. Its predecessor, SINAG, also the product of De La Salle University’s partnership with the Philippine Solar Challenge Society, competed with top honors in the World Solar Challenge in Darwin, Australia in 2007. From DLSU, SIKAT will make a stop at key universities and schools in the Philippines. On the tour schedule for January are the Technological University of the Philippines, Makati Science High School, Quezon City Science High School, Mapua Institute of Technology, Ateneo de Davao, University of Mindanao, and Mindanao State University. The tour stops will include activities that will allow the public to get to know SIKAT and the solar car project more intimately.

In a statement, Dean Pag-Asa Gaspillo of DLSU said that SIKAT is sleeker, faster and lighter than SINAG, an improvement that clearly demonstrates the increasing capability of the Philippines to lead in solar technology.

In February, the solar wonder is set to complete its route across the Philippines, stopping at universities in Cebu, Bacolod, and Iloilo City in the Visayas, as well as Batangas, Angeles City, San Fernando and Laoag in Luzon. During weekends of the tour, SIKAT will be on public display at various SM Malls across the country.

“As SIKAT highlights our ingenuity, our will to lead, our capability for technology, and our commitment to the use of clean, renewable energy, SIKAT also will be a source of great pride for the Philippines,” said Ramon Agustines, Motolite CEO and PSCS Chair, about the group’s initiatives.

After the tour, SIKAT will prepare to compete in 2011’s World Solar Challenge.

NIA appoints new head for Bukidnon

CAGAYAN de Oro City—The National Irrigation Administration (NIA), in region 10, proudly announces the installation of Engr. Jimmy L. Apostol as Division Manager A of Bukidnon Irrigation Management Office, in Valencia City, Bukidnon.

His appointment is an offshoot of the rationalization process of the agency as authorized under Executive Order 366 and EO 718 which is the phased implementation of the Rationalization Plan of the NIA.

The NIA formulated its own rationalization plan based on several parameters among them Republic Act (RA) 3601 as amended by PD 552 and PD 1702 Act Creating the NIA, RA 8435 or the Agricultural and Fisheries Modernization Act and RA 7607 Providing A Magna Carta of Small Farmers.

The structural adjustment has created a very lean organization with the merging of organizational units and the regrouping or realignment of functions. Manpower need was scaled down and a great number of personnel were affected.

NIA in region 10 is now composed of two (2) big Irrigation Management Offices (IMOs). Bukidnon retained its identity with one Provincial Irrigation Office and the cluster of national irrigation systems namely; Pulangui, Manupali, Roxas-Kuya and Muleta River Irrigation Systems. Lanao Provinces, Maranding, Misamis Occidental, Misamis Oriental and Camiguin linked up to constitute the other Irrigation Management Office identified as the LAMISCA.

Apostol, the newly appointed head of the Bukidnon IMO was sworn to office by no less than Deputy Administrator for Administrative and Finance, Teodoro A. Velasco on January 18, 2010, the first to take oath as Division Manager of an IMO under the new set-up.

He said pursuant to Comelec Resolution No, 8725, promulgated last Dec. 23, there is a need to ensure that proper search procedures and seizures at these checkpoints do not violate the civil, political and human rights of the citizens.

However, additional checkpoints may be established at the discretion of the highest ranking official of the AFP or PNP, in consultation with the city / municipality Election Officer (EO), in their respective areas of jurisdiction, and only in places which are well lighted.

Meanwhile, Magbutay said any search at any Comelec checkpoint must be made only by members of the AFP or PNP unit designated to man the same.

As a rule, a valid search must be authorized by a search warrant duly issued by an appropriate authority. However, a warrantless search can be made in the following cases:

It should be done in a manner which will impose minimum inconvenience upon the person or persons so searched, to the end that the persons’ civil, political and human rights are not violated.

Thus, any person arrested at a Comelec checkpoint must be treated humanely and with utmost respect for his / her constitutional rights and must be informed of the following:

To remain silent and be informed that anything he says may be used against him in court, to have competent and independent counsel, preferably of his own choice and to be released from detention if no charges have been filed against him 18 hours from arrest.

Likewise, any person arrested at a Comelec checkpoint, including the confiscated weapon, ammunition and material, must be turned over to the nearest law enforcement station or office together with the corresponding affidavit/s of arrest for proper action.

The chief of police / detachment commander concerned shall then conduct a preliminary examination and submit the results, thereof, to the Provincial / City Prosecutor for preliminary investigation, copy furnished the Comelec Law Department, EO and their respective operations centers, Magbutay, also said. The City Tourism Board, SM City Cagayan de Oro and the City Tourism and Cultural Affairs Office invite all Kagay-anons to witness the Halad sa Pasko: “Bangga Sa Daygon” finals at the SM Atrium, 5:00 p.m. on Saturday, December 19, 2009.

Seven (7) public and private elementary schools are competing in the Christmas caroling competition. These include St. Mary’s School - “Young Warm Wishers” choir; Lumbia Central School - “LCS Choir”; West City Central School - “West City Central School Children’s Choir”; Cagayan de Oro Christian School - “The Cherubs Choir”; East City Central School - “Silangan Glee Club”; Kauswagan Central School - “KCS Children’s Choir” and Iponan Elementary School - “Iponan Elementary School Children’s Choir”.

The first prize winner will receive P25,000.00 in cash prize plus trophy while the second and third prize winners will receive P20,000.00 and P15,000.00 plus trophies, respectively. Non-winners will get P5,000 consolation prizes for each choral group.

The theme of the presentation is left to the discretion of the choral group based on their own interpretation on how to venerate The Holy Child Jesus without desecrating the Child God, as the object of worship.

The contest piece must be a Tagalog or Visayan Christian song and the choral group will only render a piece, medley or single. The choral group must perform with only live accompaniment and must provide its own musical instruments.

A minimum of 15 singers and a maximum of 30 singers including the instrumentalist. Each group will be given 10 minutes only to perform excluding the entrance and exit. A deduction of two (2) points for every excess minutes will be imposed.

All choral groups are prohibited from using any flammable materials such as fireworks or pyrotechnics. There will be a five (5) point deduction for any group who will violate this provision.

Criteria for judging is 40% voice (tonal quality, blending and discipline), 15% rhythm (timing and precision), 20% choreography (creativity, formation and grace), 15% diction (pronunciation, clarity of words and coordination) and 10% costume (relevance to the theme/concept, choice of color, style and accessories).

CAGAYAN DE ORO CITY – THE local bets of the Padayon Pilipino party in Cagayan de Oro showed their force last night (Dec 1) when they marched with scores of supporters from City Hall to the Commission on Elections office to file their certificates of candidacy.

Led by incumbent Vice Mayor Vicente Emano, who is running for the mayor’s post, the party members and their supporters from 60 of the city’s 80 barangays carried lighted native lanterns in their short distance walk.

Emano’s running mate is incumbent city councilor Ian Acenas.

For the city’s first congressional district, the party’s bet is former city councilor Benjo Benaldo, and for the second congressional district incumbent Rep.. Rufus Rodriguez.

Running for the city council are Atty. Nadia Emano, daughter of the vice mayor, incumbent city councilors Simeon Licayan, Marycor Calizo, Ramon Tabor, Ian Nacaya, Atty. Adrian Barba, Alden Bacal, Prexy Elipe, Emmanuel Abejuela and Alex Dacer, and former city councilors Juan Sia and Pepe Abbu.

For the provincial post, the party’s gubernatorial bet is Atty. Michael Paderanga who will be challenging incumbent Gov. Oscar Moreno.

All bets have at one time or another held elective posts, except Nadia Emano who is a first timer.

They are all under former Philippine president Joseph E. Estrada who has filed his certificate of candidacy in Manila for the presidential post, and vice presidential bet Jejomar Binay, of the Partido ng Masang Pilipino.

Misamis Oriental provincial board member Peter M. Unabia has formally filed his certificate of candidacy yesterday at the provincial comelec as congressional candidate in the first district of the province, alongside with incumbent congressman Yevgeny Vincente Emano who is seeking his re-election bid of the second district. The group their COC’s under the Pwersa ng Masang Pilipino-Padayon Pilipino coalition.

The complete slate was headed by Mike Paderanga as the party’s gubernatorial candidate and Victorico Chaves, Jr. as his running mate. The rest of the members of the Padayon Pilipino Party have also filed their COC’s the other day.

For members in the first district: Rico Taray, Michelle Anayron, Melchor Cubillo, Geodeguil Ursal, Cancio Nicanor Guibone. The second district includes Nancy Madjos, Mercy Grace Acain, Heckert Hernando Jude Emano and Jesus Jardin.

Oro XU’s band chosen people choice in national tilt

CAGAYAN de Oro’s very own Little School House grabbed the People’s Choice Awards in the Soundskool 2009 finals night last November 14 at the Ninoy Aquino Stadium in Manila, besting mushrooming bands from the rest of the country such as Disco Disco Disco and In Descent, among others.

“We are grateful for the support of our parents, relatives, Corpus Christi School family, Kuya Tope, Sir. Joey, YFC and Gawad Kalinga community, Xavier Ateneans, Soundtable, Soundskool, Mindworks, Jamroom studio and to everyone who believe in the power of music! Thank you so much guys! We have a gift for all of you guys soon,” the band jubilantly posted on their Facebook account.

The Soundskool finalists performed alongside some of the country’s best bands who served as the finalists’ mentors leading up to the Grand Finals Night. The young musicians got to interact, jam and perform alongside chart toppers like previous Soundskool grand prize winners Hilera and Letter Day Story, 6CycleMind, Pedicab, Itchy Worms, Imago, Sugarfree, Taken By Cars, Urbandub, Spongecola, Paraluman, Callalily, Sandwich and Moonstar 88. Known dance group Philippine All Stars brought the audience to their feet with their performances. Another rare sight during the Soundskool Grand Finals Night was when all the vocalists from this year’s mentor bands banded together and shared the stage for one outstanding performance.

Little School House is a five piece fusion funk rock band based in Cagayan de Oro City formed in late 2007. For most of the band’s existence, the members have been vocalist Mark King, guitarist Daniel Lardizabal, bassist Isiah Mogut, drummer Alex Gopez and on keyboards, Nestor Punay. The band’s varied musical style has fused traditional rock and funk with various elements and psychedelic rock.

The band is currently performing as one of the rising bands in Cagayan de Oro and has performed to a large number of 7,000 audiences. Pilipino I features nationalistic songs and will be released soon in early 2010.

The band’s active musical ventures: front act of Bamboo last 2008, winning first runner-up on a Youth for Christ band competition; released a music video that covers Wake Up Everybody, champion of the city Battle of the Bands last August 29 and teaches music to others.

The members of the band cover a rich background in music and music business: Gopez was a student of one of the nation’s proficient drum teachers, Jojo Marzon; Lardizabal, student of the world class teacher, Tom Hess who recently released, Under the Same Sky, a 10, 000 compilation CD distributed worldwide.

“If you want to know what indie band will be the next successful act in the Philippines, you just have to look at… Little School House,” exclaimed Tommaso Zillio, professional guitarist and instsructor

”We met during our high school days but we later on decided to form a band in college. The process wasn’t instant though, it took us time to pick each of the members and it just happened that we were in one high school,” Little School House members chorused.

The grand winner of Soundskool 2009 was Eevee, a Davao-based college band. Eevee, composed of Enzo Miguel Villegas (vocals and guitar), Paolo Raymundo Segura (lead guitar), Jerrick Adrian Sy (bass) and Craig John Neniel (drums), won the competition’s P250,000 cash prize, an exclusive record label deal with Sony Music Entertainment Philippines and P150,000 worth of music equipment for the school they represent.

Representing Philippine Women’s College of Davao, Eevee bested out 12 of the best college bands from across the country during the Finals night. Global warming and climate change week from Nov 19-25

Cagayan de Oro City (11/18/09) – Pres. Gloria Macapagal-Arroyo has declared November 19-25, 2009, the “Global Warming and Climate Change Consciousness Week (GWCCCW).”

Such provision is pursuant to Presidential Proclamation No. 1667, dated Nov. 18, 2008, that designated the period Nov. 19-25, 2008, and the year thereafter as the GWCCC Week.

The proclamation aims to create awareness on global warming and climate change by pursuing broad and intensive information and educational campaign to inform the general public the awesome and terrifying consequences of this phenomenon.

It also aims to secure the collective cooperation of our citizens, as well as the collective action of private and public sectors, at all levels, in finding solutions to this concern.

Thus, the President has enjoined all government offices, agencies and instrumentalities, including government-owned and controlled corporations (GOCC), to participate and help in the awareness campaign on climate change.

Activities at the national level will be spearheaded by the Office of the Presidential Adviser on Global Warming and Climate Change, in cooperation with the Presidential Task Force on Climate Change.

Among others, these activities include the holding of lectures, forum, film showing, tree planting, poetry and poster contests with the special participation of the Cabinet Cluster on Education and the National Commission for Culture and the Arts (NCCA) and display of banners/tarpaulins in all government offices and GOCC’s.

In Northern Mindanao, the project “Integrating Disaster Risk Reduction and Climate Change Adaptation (DRR/CCA) in Local Development Planning and Decision- Making Processes (LDPDMP)” will be implemented by the National Economic and Development Authority (NEDA), in partnership with the United Nations Development Programme (UNDP) and the Australian Agency for International Development (AusAID).

Engr. Leon M. Dacanay, Jr., Regional Director of NEDA-10, said prior to its implementation, a project launching will be done on Nov. 18, 2009, at Chali Beach Resort, Cagayan de Oro City, with a focus group discussion (FGD) on DRR/CCA to generate awareness and support, gather inputs and identify potential partners in other future project activities.

Expected to attend the FGD are some 100 stakeholders composed of local chief executives, heads of national government/regional line agencies, non-government/people’s organizations, academe and academic institutions, the private sector, including the religious, cultural and social organizations. Manny Pacquiao stops Cotto power via 12 round TKO

It’s over for the Manny Pacquiao - Miguel Cotto hype as the Filipino boxing icon has proven once again he is the real pound for pound king, by knocking out the Puerto Rican fighter in earlier rounds and finally stopping him at the final 12 round by TKO. The referee had to stopped the fight due to severe beating of the Pacman of Miguel Cotto.

Actually, in the 10^th of the fight, I can sense that Cotto has already surrendered literally to the Pacman power as he kept on evading the Filipino warrior. Being the champion and holder of the welterweight crown that Manny challenged, Cotto should not be in a retreating mode but more of an aggressive boxer, out to depend his title.

Pacquiao’s win over Cotto was a history in boxing, being the first fighter of the world who now holds seven different titles. Great Mexican boxer Oscar dela Hoya who also succumbed to Pacquiao’s fists, had only his six titles to kept for life.

In round three and four of the 12-round fight, Pacman knocked Cotto out. Although he recovered from Pacman’s finishing blows, but it was the most painful moment that the Puerto Rican had started to feel the punching power of the Filipino warrior trained scientifically as a fighting machine, with the scientific training of trainer Freddie Roach.

In the 10^th round Cotto had already slowed down and seems to surrender the fight by retreating, an act that depending champions like him should avoid. With his face clubbered and beaten white and blue, what’s left on Cotto was pride to still keep the fight until the 12^th round. It was the referee’s decision to finally stop the fight as the once fearless warrior Miguel Cotto has become a coward slugger.

Indeed the fight was one of the historic fights of the year when the Asian boxer climbed the ring of Las Vegas and probed to become the first prized boxer who garnered seven different titles.

CAGAYAN DE ORO CITY - Hundreds of leaders and supporters of the Liberal Party trooped to Cagayan de Oro City yesterday and attended the Mindanao Assembly headed by LP senatorial bet Nereus “Neric” Acosta.

The activity was part of the many assemblies that will be held by the Liberal Party in Mindanao to solicit support from party members and supporters. The assembly in Cagayan de Oro was also graced by LP Director General Chito Gascon.

In an interview with the media, senatorial bet Neric Acosta said they are overwhelmed by the show of support by many groups and Non-Government organizations in Mindanao. There are big youth groups and alliances in Mindanao which also pledge to support the LP line up.

“We are very thankful we receive various support and we hope more and more groups will be behind this campaign for a change in leadership in the country,” he said.

Acosta said the Noynoy-Mar tandem for president and vice president, respectively, is now the right time to achieve change long dreamed by the people.

“There’s no stopping to the show of support that we receive everyday from the people and organizations who always want a new kind and brand of leadership.”

Acosta said their initial senatorial line up includes him, Franklin Drilon, Rofi Biazon, Riza Hontiveros, TG Guingona, Serge Osmena, Sonia Roco, Jamby Madrigal, and Danilo Lim.

He said akbayan’s Hontiveros and other senatorial bets are not really members of the Liberal Party and they are considered guest candidates.

“We are very careful in choosing our senatorial slate because we want that those who will join us should also carry the dreams and aspirations for change in governance by the Noynoy-Mar tandem in 2010,” Acosta said.

On November 27, during their national convention in Araneta Coliseum the Liberal Party is going to formally announce its official line up for senatorial positions.

“As of now we are still in the process of screening some senatoriables who have expressed plans to join our final slate,” he said, adding that they should also protect the interest of the party as well as the integrity of the group who shall compose the whole senatorial line up.

Earlier, Senator Jamby Madrigal had also expressed of running for the presidency but with the reports now, things are going that Jamby has already decided to slide down to a senatorial bet under the Noynoy-Mar tandem.

            Makabayan holds responsible the Arroyo regime and its agents for the latest killings and harassments citing the recent deaths of Katribu members Datu Mampaagi Belayong and Datu Aladino “Mansubaybay” Badbaran, the tailings and harassments against youth leaders and members of the Kabataan Party, and the smear campaign launched by the military against the progressive block .

            “The people’s struggle for change will persevere amid this environment of violence and injustice and today’s gathering shows the people’s will for change is ripe,” Lim said.

            Makabayan will elect today its new set of officers for the city and provincial chapters of Cagayan de Oro and Misamis Oriental, respectively.

Alamban appointed science and technology chief for north Mindanao

CAGAYAN DE ORO CITY - Science and Technology Secretary Estrella Alabastro announced the appointment of Alfonso Alamban as the new regional director of DOST in region 10, effective October 27, 2009.

The 52-year-old new head is Agriculture, cum laude graduate from Xavier University. He took his master’s degree in Business Management from the Asian Institute of Management (AIM) with concentration on rural development and marketing management.

Director Alamban’s expertise is on the development of small and medium enterprises (SMEs), public economic enterprise development and business plans, “halal” industry development, product and city branding, internal quality control system, product standardization, investment packaging, consumer survey management, value chain analysis management, investment promotion and packaging.

His knowledge and skills in these areas would be very advantageous to his position as the new head of DOST in region 10.

Prior to his appointment as regional director of DOST, Dir. Alamban has worked for a number of offices and organizations.

He started his career working for the Small Business Assistance Center in region 10, a government agency under the Department of Trade and Industry (DTI). He was then appointed Provincial Director of the DTI-Misamis Oriental and eventually became the Assistant Regional Director of DTI in the region until he retired in June 2003.

When he retired from DTI, he worked as a consultant / national expert for the Industrial Development Programme for Income and Employment Generation in Mindanao of the United Nations Industrial Development Organization (UNIDO).

He also served as Senior Program Officer for the Philippine Development Assistance Programme-Promoting Rural Industries and market Enhancement (PDAP-PRIME), a project of the Canadian International Agency (CIDA).

He also worked for the Mindanao Rural Development Program-Adaptable Program Loan 2 (MRDP2) as Livelihood / Enterprise Development Specialist.

Concurrent to his consultancy job with the other international organizations, including government and private offices, he serves as the Executive Director of Xavier University Agricultural Training Research, Advocacy, Consultancy and Services (Agri-TRACS), a position he held until June 2009.

During his first meeting with the DOST-10 staff where he was formally installed, Director Alamban thanked DOST Secretary for the trust and confidence she has bestowed on him.

“For me, that’s a challenge, and an inspiration to work hard, to be able to deliver results as expected of us by the clients of DOST Regional office,” he said.

He said to his staff, “I look forward to working closely with you. My greatest motivation is to do a good job. As an organization, we can do that if we are united and as we work together, we also have to look at the needs of our clientele.”

He also added that his specialization is on rural development management, and in marketing development.

“Because I come from the government, I believe that we focus and look at the rural areas as means of developing the country and the economy. Also, government agencies should strengthen the marketing of their services. Combining the two areas, I believe we could deliver the results as expected of us by our clientele.”

He also expressed his high hopes as the new head of DOST-10. “Together, as we work, we strive to be able to deliver more innovations for our clientele. I understand that one of the challenges that confront us right now is to think out of the box. I would like to emphasize the need for us to inject more innovations into our plans and efforts, especially that science and technology is the source of innovation,” he stressed.

“DOST-10 should lead in providing innovations into the plans, not only within DOST but with the inter-agency bodies as well. Innovation is the key in order to develop further. We can improve on client servicing. We have to project an image of being an agency that intimately knows the face of its client,” Director Alamban said. (Tess Superioridad Baluyos)

9 infrastructure projects in Cagayan de Oro set for implementation, says Jaraula

The City Government of Cagayan de Oro under the leadership of City Mayor Constantino “Tinnex” Jaraula is set to implement nine (9) infrastructure projects benefiting different barangays of the city.

This developed after the Bids and Awards Committee (BAC) chaired by City Treasurer Lino D. Daral approved the projects’ implementation during its recent pre-bid conference presided by BAC vice chairman Atty. Maryanne Chavez-Enteria at the City Mayor’s Office Conference Room.

These projects include the proposed construction of a two-classroom, two-storey type school building at barangay F.S. Catanico; construction of two-classroom high school building at barangay Besigan; proposed covered court at Balulang Elementary School; and proposed circular reservoir at barangay Indahag.

Further, the construction of the proposed covered court at Suntingon Elementary School in barangay Bugo; replacement of roofing and column at Senior Citizen’s Building in barangay Carmen; proposed covered court at sitio Lomboy in barangay Indahag; repair and improvement of covered court at City Central School; and proposed covered court at sitio Alae in barangay Puerto.

Coop movement, now a vehicle for peace, says Ravanera

Cagayan de Oro City – “The cooperatives in Mindanao have silently but effectively worked to make life better for the oppressed, the poor and the down-trodden, in whose name and for whose cause, cooperatives exists.”

This was stressed by Regional Director Orlando R. Ravanera of the Cooperatives Development Authority (CDA) in region 10, who said the cooperative movement should now be considered not only as a vehicle for progress but also as an instrument for social justice and peace.

He said the jobs and economic opportunities offered by the cooperative sector is even bigger than the micro and small and medium enterprises (SME) as it has assisted the coops to create more employment and livelihood of its members.

“Somehow, the movement could be a solution to the hundred-old problem of the Mindanao conflict which could be actually traced to the unequal distribution of wealth resulting on just a few people getting richer leaving the greater population to live in poverty,” he said.

Citing the 2006 figures, Ravanera said a total volume of Php24.156 billion in investment was posted by the cooperative sector of Mindanao, with about 1.2 million members, that provided jobs to 29,124 Mindanaoans.

Of the 100 top performing coops in the country, 26 are Mindanao-based and are considered champions in financial, banking and services sector, agrarian reform and agricultural production.

As far as Northern Mindanao is concerned, some Php8.31 billion in investment was posted by the 3,846 cooperatives of the region, last year, that employed some 6,263 workers.

These investments came from the cooperatives in following provinces: Misamis Oriental, Php5.39 billion, Bukidnon, Php1.77 billion, Misamis Occidental, Php553.7 million, Lanao del Norte, Php528.2 million and Camiguin, Php72.7 million.

Topping the type of coops in the region are: multipurpose cooperatives (MPC)-agriculture, 2,051, MPC-non agriculture,1,336, credit coops, 160, service coops, 91, consumer coops, 62, producer coops, 60, marketing coops, 45, federated coops, 27, coop unions, 7, coop banks, five (5) and insurance and confederated coops, one (1) each. Mayor Jaraula urges residents to avail city’s services

Cagayan de Oro City Mayor Constantino G. Jaraula today urged all residents of barangay FS Catanico to avail of the city government’s free basic services during the People to People Program (PPP) to be held on Wednesday, October 28, 2009.

As usual, all residents of barangay FS Catanico could avail of various services during the outreach program such as medical consultation and free medicines, dental and circumcision for children, agricultural and veterinary services, birth registration and mass wedding for unwed couples, free haircut.

Other services include free legal assistance, nutritional feeding, rice and assorted goods assistance, processing of business, building and electrical permits, business tax payments and issuance of cedula, real property verification and assessment, among others.

Vice Mayor Vicente Y. Emano, members of the City Council, department heads and chiefs of office at City Hall are expected to join with Mayor Jaraula during the People to People Program-a flagship community outreach program that aims to bring the city government closer to the people by bring bringing the city’s basic services right on their doorsteps.

On Thursday, October 29, the People to People Program will provide the same services to the residents of Barangay Baikingon.

US top official to keynote 3rd Mindanao Bloggers’ Summit in Cagayan de Oro City

A top-ranking representative of United States to the Philippines will be this year’s keynote speaker of the third edition of Mindanao Bloggers Summit hosted by Cagayan de Oro Bloggers, Inc.

The one day-event on Saturday, October 24, 2009, will be held at Pearlmont Hotel and nearly 300 bloggers from all over Mindanao and the rest of the country will be in attendance, according to a press statement issued by the organizers and furnished this online news website.

It said that the participants will be composed of new media advocates and experts, Mindanaoan leaders and other stakeholders, and it aims to uphold the beauty and strength of the island and to expunge the negative notions the world has about it.

Deputy Chief of Mission Leslie Bassett will deliver the keynote address during this year’s summit, which holds the theme, “Mindanao: Bag-Uhon Ang Panan-Aw.”

Bassett’s trip to CDO will be her first trip to Mindanao since assuming office last June. She previously served as DCM in Mexico.

The CDO Bloggers, Inc., a group duly registered with the Securities and Exchange Commission and this year’s summit organizers, extended their gratitude to Bassett and to the US Embassy.
